World Bank and FBR Reviews Progress on PRR Project
Mr. Najy Benhassine, Country Director, World Bank, and Chairman Federal Board of Revenue Mr. Asim Ahmad held a meeting today at FBR Headquarters to review the progress of Pakistan Raises Revenue Program during the last financial year. The World Bank team included Gailius Draugelis, Operations Manager, Tobias Haque, Lead Country Economist, Lucy Pan, Senior Economist, Irum Touqeer, Public Sector Specialist and Shabih Ali Mohib, Manager. Member Reforms, FBR, Mr. Ardesher Tariq and members of the project team were also present in the meeting.
It was noted that during the four years of project, significant achievements have been made for sustainable revenue mobilization, taxpayer facilitation and reducing cost of doing business under the PRRP. In particular, the harmonization of Sales Tax laws and procedures among provinces and the federal government was a landmark achievement with benefits for taxpayers and all revenue authorities. Other key achievements include reducing cost of doing business by reduction in withholding lines from 58 to 33, increase in the imports & exports through green channel from 35% to 66% and broadening of tax base.
During the meeting, it was stressed that all efforts should be made for achieving the next objective of launching of Single Portal to facilitate Sales Tax Return filing.
It may be noted that FBR has been publishing detailed tax expenditure reports to improve transparency. Both sides agreed to continue the focus on the upgradation of IT infrastructure and automation of FBR and for timely completion of project targets.
Mr. Asim Ahmad highly appreciated the contributions and efforts put in by the teams on both sides. The Country Director also appreciated the progress and termed the GST harmonization as the flagship achievement of FBR. The FBR and World Bank agreed to continue cooperation in pursing the reforms agenda under the project.

رفت کا جائزہ لیا۔ عالمی بینک کی ٹیم میں آپریشنز منیجر گیلیس ڈروگیلس، لیڈ کنٹری اکانومسٹ ٹوبیاس حق، سینئر اکنانومسٹ لوسی پین، پبلک سیکٹر سپیشلسٹ ارم توقیر اور منیجر شبیہ علی محب شامل تھے۔ ملاقات میں ممبر ریفارمز ایف بی آر اردشیر طارق اور پراجیکٹ ٹیم کے اراکین بھی موجود تھے۔
ملاقات میں اس بات کا جائزہ لیا گیا کہPRRP منصوبے کے چار سال کے دوران مستحکم محصولات کے حصول، ٹیکس دہندگان کی سہولت اور کاروبار کرنے کی لاگت کم کرنے میں اہم کامیابیاں حاصل کی گئیں ہیں۔ خاص طور پر صوبوں اور وفاق کے درمیان سیلز ٹیکس کے قوانین اور طریقہ کار کی ہم آہنگی ٹیکس دہندگان اور تمام ریونیو اتھارٹیز کے لئے انتہائی خوش آئند اور تاریخی کامیابی تھی۔ دیگر اہم کامیابیوں میں کاروبار کی لاگت کو کم کرنے کیلۓ ودہولڈنگ لائینز کو 58 سے کم کرکے 33 کرنا، گرین چینل کے ذریعے درآمدات اور برآمدات کو 35 فیصد سے بڑھا کر 66 فیصد تک پہنچانا اور ٹیکس کی بنیاد کو وسیع کرنا شامل ہیں۔
ملاقات کے دوران اس بات پر زور دیا گیا کہ سیلز ٹیکس ریٹرن فائل کرنے کے لئے سنگل پورٹل لانچ کر نے کے منصوبے کو جلد عملی جامہ پہنایا جاۓ گا۔ واضح رہے کہ ایف بی آر شفافیت کو بہتر بنانے کے لئے ٹیکس اخراجات کی تفصیلی رپورٹس شائع کرتا رہتا ہے۔ دونوں فریقین نے آئی ٹی انفرا سٹریکچر کی اپ گریڈیشن اور ایف بی آر کی آٹو میشن پر توجہ مرکوز رکھنے اور پراجیکٹ کے اہداف کی بروقت تکمیل پر اتفاق کیا۔ چیئرمین ایف بی آر عاصم احمد نے ورلڈ بینک اور ایف بی آر ٹیموں کے تعاون اور کوششوں کو سراہا۔ کنٹری ڈائریکٹر نے بھی منصوبے کی پیش رفت کو سراہا اور جی ایس ٹی کی ہم آہنگی کو ایف بی آر کی نمایاں کامیابی قرار دی۔ ملاقات میں ایف بی آر اور عالمی بینک نے منصوبے کے تحت اصلاحاتی ایجنڈے پر عمل درآمد کے لئے تعاون جاری رکھنے پر اتفاق کیا۔
