Meeting on FBR reforms held

An important meeting was held in the Ministry of Finance to discuss FBR reforms. The meeting was chaired by Advisor to the Prime Minister on Finance & Revenue Abdul Hafeez Sheikh and was attended by Abdul Razak Daood, Advisor to PM on Commerce, Textile and Investment, Dr. Ishrat Hussain, Advisor to PM on Institutional Reforms and Austerity and Secretary Finance Division. The FBR officers included Chairman FBR Muhammad Javed Ghani, Doctor Ashfaq Ahmad, Member IR Operations, Ambreen Iftikhar, Member Reforms & Modernization and Asim Ahmad, Member IT. Member Reforms and Modernization gave a detailed presentation to the Committee.

It was decided in the meeting that FBR would submit regular reports on revenue collection along with analysis to clearly bifurcate growth patterns in various sectors. Regarding refunds, new taxpayers, number of POS retailers and resolved complaints, the committee decided that FBR would submit regular reports on this performance indicators region wise to the Finance Division.

The Appellate System and court matters came into discussion as well. The meeting decided that FBR would revamp its existing Appellate structure to extract maximum stuck-up revenue in litigation at various Appellate Foras like CIR Appeals, ATIR, Courts. The meeting decided that FBR would make all out efforts to fully automate Income Tax Refunds and would submit the progress report to the Finance Division regularly.

The matter of simplification of Income Tax Returns was also discussed in the meeting. It was decided that FBR would simplify the Income Tax Returns on sectoral basis and the progress of simplification measures taken by FBR would be submitted to the Finance Division. Regarding monitoring of RTOs, CRTOs and LTUs, it was agreed and decided that FBR would submit regular reports to the Ministry of Finance by providing breakdown of the monthly targets and performance along with trend analysis based on sectors.

The meeting participants acknowledged the necessity of publicizing the reform initiatives for awareness of the taxpayers and decided that FBR would make efforts to publicize the reform initiatives and the progress to the taxpayers through mass media to create awareness about the measures taken by FBR.

It was also decided that FBR would also furnish the regular reports about smuggling situation at borders clearly indicating the number and quantity of seized items. The meeting participants agreed to strengthen Integrity Management Unit of FBR to resolve the complaints quickly.

The meeting decided that FBR would submit report to the Finance Division regarding the assignment of monthly revenue targets and how they were being monitored and assigned. Lastly, the meeting also decided to establish a high level Technical Committee in FBR to evaluate all future proposals.

فیڈر ل بورڈ آف ریوینیو میں اصلاحات سے متعلق اہم  اجلا س وزارت خزانہ میں منعقد ہوا جس کی صدارت وزیر اعظم کے مشیر برائے خزانہ و ریوینیو عبدل حفیظ شیخ نے کی۔ میٹنگ کے دیگر شرکاء میں عبدل رزاق داود مشیر برائے کامرس، ٹیکسٹائل و سرمایہ کاری اورعشرت حسین مشیر برائے ادارہ جاتی اصلاحات  اور سیکریٹری خزانہ شامل تھے۔ ایف بی آر کی طرف سے چیئرمین ایف بی آر  محمد جاوید غنی،  ڈاکٹر محمد اشفاق احمد ممبر آئی آر آپریشنز، عنبریں افتخار ممبر ریفارمز اور عاصم احمد ممبر آئی ٹی نے شرکت کی۔ میٹنگ میں طے پایا کہ ایف بی آرباقاعدہ ریوینوکولیکشن اور مختلف سیکٹرز میں بڑ ھوتری سے متعلق رپورٹ اور جائزہ پیش کرے گا۔ میٹنگ میں ریفنڈز، نئے ٹیکس پئیر میں اضافہ، پوائینٹ آف سیل سے منسلک ریٹیلرز اور حل شدہ شکایات سے متعلق فیصلہ ہوا کہ ایف بی آر ان کارکردگی اعشاریوں پر باقاعدہ  رپورٹ پیش کرے گا۔ ٹیکس اپیلوں سے متعلق یہ فیصلہ کیا گیا کہ ایف بی آر اپنے موجودہ اپیل سٹرکچر کو از سر نو تشکیل دے گا تا کہ مختلف کورٹس میں حل طلب ٹیکس سے متعلقہ کیسز کو حل کرکے ریوینیو میں اضافہ کیا جا سکے۔

انکم ٹیکس ریفنڈز کے خود کار نظام پر بحث کے بعد یہ طے پایا کہ ایف بی آر اپنے انکم ٹیکس ریفنڈز کے نظام کو مکمل طور پر خودکار بنائے گا اور اس سلسلے میں باقاعدہ رپورٹ وزارت خزانہ کو پیش کرے گا۔ انکم ٹیکس گوشواروں کو آسان بنانے کے حوالے سے طے پایا کہ ایف بی آر مختلف سیکٹرز کو مد نظر رکھ کر انکم ٹیکس گوشواروں کو آسان بنائے گا اور گوشواروں کو آسان بنانے پراٹھائے گئے  اقدامات کے متعلق رپورٹ وزارت خزانہ کو پیش کرے گا۔

ریجنل ٹیکس آفسز، سی آر ٹی اوز اور لارج ٹیکس پیئر یونٹس کی مانیٹرنگ سے متعلق یہ فیصلہ کیا گیا کہ ایف بی آرباقاعدہ ماہانہ اہداف اور کارکردگی کی رپورٹ وزارت خزانہ کو پیش کرے گا اور مختلف سیکٹرز میں رحجان کا جائزہ بھی پیش کرے گا۔ یہ فیصلہ کیا گیا کہ اصلاحات سے متعلق ایف بی آر کے اقدامات کو ٹیکس گزاروں کی آگاہی کے لئے تشہیر کیا جائے۔ بارڈر پر سمگلنگ کی صورت حال کے بارے میں طے پایا کہ ایف بی آرباقاعدہ ضبط شدہ اشیاء کی تعداد اور مقدار کی تفصیلات رپورٹ کی صورت میں پیش کرے گا۔ میٹنگ میں فیصلہ کیا گیا کہ انٹیگریٹی مینجمنٹ یونٹ کو مزید فعال بنایا جائے تا کہ شکایات کا فوری ازالہ ممکن ہو۔ اس سلسلے میں رپورٹ وزارت خزانہ کو پیش کی جائے۔

ریونیو ٹارگٹ سے متعلق یہ طے پایا کہ ایف بی آر ما ہانہ ریوینیو اہداف کو متعین کرنے اور اس کی مانیٹرنگ پر رپورٹ پیش کرے گا۔ یہ فیصلہ بھی کیا گیا کہ اعلی سطحی تکنیکی کمیٹی کی تشکیل کی جائے جو کہ تمام تجاویز کا جائز ہ لے۔
