FBR Removes Estimated Market Value Column From Income Tax Return Form 2025 on the Directions of the Prime Minister of Pakistan For Facilitation of Taxpayers.
The Honorable Prime Minister Muhammad Shehbaz Shareef constituted a Committee, chaired by the Federal Minister for Law Senator Azam Nazeer Tarar to examine the new column introduced by FBR in the IRIS tax return requiring tax filers to declare the estimated fair market value of moveable and immovable assets, assess its implications for the tax filers, and recommend corrective measures or improvements.
The Committee comprised of the Federal Minister for Petroleum, Minister of State for Finance, Attorney General for Pakistan, SAPM on Coordination of Office of DPM, Secretary Finance, Chairman FBR, and Member Customs FBR.
The Committee held a meeting on Friday 26 September. After detailed deliberations, the Committee recommended that the new column introduced in the IRIS tax return, requiring the declaration of estimated fair market value of moveable and immovable assets by the tax filer, may be removed in the interest of simplifying the tax filing process.
The recommendation was submitted to the Honorable Prime Minister. The Honorable Prime Minister has approved the recommendation of the Committee.
In pursuance of the directions of the Honorable Prime Minister, and keeping in view the difficulties being faced by taxpayers, the column of “Estimated Fair Market Value” has been removed from the Income Tax Return.
It is clarified that the said column had been introduced solely for the purpose of data collection to support the Economic Survey and had no bearing whatsoever on the assessment of income or tax liability.
FBR remains committed to facilitate taxpayers in all possible ways and urges all eligible taxpayers to file their Income Tax returns correctly and with honesty at the earliest as the deadline for filing is 30th September, 2025.

وزیرِاعظم محمد شہباز شریف نے وفاقی وزیر قانون سینیٹر اعظم نذیر تارڑ کی سربراہی میں ایک کمیٹی تشکیل دی جس کو یہ ذمہ داری سونپی گئی کہ ایف بی آر کی جانب سے IRIS ٹیکس ریٹرن میں شامل کیے گئے اس نئے خانہ کا جائزہ لے ، جس میں ٹیکس دہندگان سے منقولہ و غیر منقولہ اثاثہ جات کی تخمینی مارکیٹ ویلیو (Estimated Market Value)ظاہر کرنے کا کہا گیا تھا۔ نیز ٹیکس دہندگان پر اس کے اثرات کا جائزہ لے اور اس میں بہتری یا اصلاح کے لئے اقدامات کی سفارش بھی کرے۔
کمیٹی وفاقی وزیر برائے پیٹرولیم، وزیرِ مملکت برائے خزانہ، اٹارنی جنرل آف پاکستان، وزیراعظم کے معاونِ خصوصی برائے کوآرڈینیشن ڈپٹی پرائم منسٹر آفس، سیکرٹری خزانہ ، چیئرمین ایف بی آر اور ممبر کسٹمز ایف بی آرپر مشتمل تھی ۔
گذشتہ روز کمیٹی کا اجلاس 26 ستمبر کو منعقد ہوا۔ تفصیلی غور و خوض کے بعد کمیٹی نے سفارش کی کہ ٹیکس ریٹرن فائلنگ کے عمل کو آسان بنانے کے لیے IRIS ٹیکس ریٹرن میں شامل وہ نیا خانہ جس میں ٹیکس دہندگان سے منقولہ و غیر منقولہ اثاثہ جات کی تخمینی مارکیٹ ویلیو ظاہر کرنے کا کہا گیا تھا، ختم کردیا جائے۔
یہ سفارش وزیرِاعظم پاکستان کو پیش کی گئی ۔وزیرِاعظم پاکستان نے کمیٹی کی اس سفارش کو منظور کرلیا۔
وزیرِاعظم پاکستان کی ہدایات پرعمل کرتے ہوئے اور ٹیکس دہندگان کو درپیش مشکلات کو مدنظر رکھ کر انکم ٹیکس ریٹرن فارم سے تخمینی مارکیٹ ویلیو کا خانہ ختم کردیا گیا ہے۔
یہ واضح کیا جاتا ہے کہ اس خانے کو شامل کرنے کا مقصد صرف ڈیٹا اکٹھا کرنا تھا تاکہ اقتصادی سروے کے لیے معاونت فراہم کی جا سکے اور اس کا ٹیکس دہندگان کی آمدن یا ٹیکس ذمہ داری کے تعین سے کوئی تعلق نہیں تھا۔
ایف بی آر ٹیکس دہندگان کو ہر ممکن سہولت فراہم کرنے کے لئے پرعزم ہے اور تمام اہل ٹیکس دہندگان سے اپیل کرتا ہے کہ وہ اپنے انکم ٹیکس ریٹرن درست اور دیانتداری سے بروقت جمع کروائیں کیونکہ ریٹرن فائل کرنے کی آخری تاریخ 30 ستمبر 2025 ہے۔
