FBR has fully implemented the World Customs Organization (WCO) Global Travel Assessment System (GTAS)

The Pakistan Federal Bureau of Revenue, (FBR) has now fully  implemented the World Customs Organization (WCO) Global Travel Assessment System (GTAS).  Implementation efforts began in June 2018 and have now been completed in November 2019.  Now, targeting officers at the newly forming National Targeting Center in Islamabad, along with targeting officers and IT staff from six other airports including, Karachi, Lahore, Peshawar, Multan, Sialkot and Faisalabad all have the capability to conduct risk assessment of both in and outbound commercial air passengers.  Training on Advanced Passenger Information (API) and Passenger Name Record (PNR) and development of risk assessment methodology was also conducted for  35 targeting officers and IT administrators with the support of United States Customs and Border Protection (USCBP).
 
The FBR has been implementing a  National Targeting Center which now will showcase the full suite of WCO tools for conducting risk assessment including the Cargo Targeting System (CTS),  NCEN, and now GTAS.  The WCO is pleased to be part of this effort from a capacity building standpoint. 
 
Finally, upon successful implementation and operationalization of GTAS,  an out brief was conducted with Dr. Jawwad Uwais Agha, Member Customs Operations.  Dr. Jawwad Uwais Agha seemed to be pleased with the progress made and was appreciative of the new traveler risk assessment capabilities that FBR will  have  directing resources towards combatting the illicit movement of currency, goods and people.   While it has been a long process, the national carrier Pakistan International Airlines was the first to come on board with other carriers starting to become compliant with national legislation.
