FBR collects over 1 Trillion revenue in the first quarter

Federal Board of Revenue has done remarkably well in the 1^st quarter of the current fiscal year. On the basis of State Bank Of Pakistan (SBP)’s provisional figures, FBR has reported a net revenue figure of Rs.1,004 billion exceeding the given target of Rs. 970 billion by a margin of 34 billion. Income Tax collection for the quarter stood at Rs. 358 billion. Similarly, collection of Sales Tax, Federal Excise Duty and Customs Duty remained at Rs. 426 billion, Rs. 56 billion and Rs. 164 billion respectively. This is the first time FBR has managed to cross the figure of 1 trillion in gross as well as net collection in first quarter of a fiscal year. The gross revenue stood at Rs.1052 billion.

This is despite the fact that during the 1^st quarter of the current fiscal year, refunds to the tune of Rs. 48 billion against only Rs. 26.5 billion last year have been issued, which has greatly helped boost the economic activity in the country. FBR’s appreciable performance is despite the fact that the economy has been sluggish in the wake of on-going COVID-19 pandemic. Moreover, the Government had extended significant tax relief measures to the public in the Finance Act, 2020. It also reflects taxpayers’ growing confidence on the revenue measures being taken by the present government.

FBR has initiated quite a few revenue and facilitation related revitalization measures e.g. establishment of Large Taxpayers’ Unit Multan and Corporate Tax Office (CTO), Islamabad. Furthermore, Pakistan Customs took extra ordinary measures to resolve the issues to Transit Trade resulting in bringing down the dwell time of en-route cargo containers till cross borders to 05 days from 30 days. Another initiative taken on the directions of Prime Minister is that Transit Trade Facilitation portal has also been operationalized.

Pakistan Customs has launched a country wide operation against transportation, storage and sale of smuggled goods in coordination with LEAs resulting in historic seizures of smuggled goods including Gutka, Betel Nuts, Skimmed Milk, Cigarettes, Iranian Diesel, Gold, NDP Vehicles amounting to Rs. 6.2 billion which is 56% higher as compared to seizures amounting to Rs.3.9 billion during September, 2019. During the first quarter smuggled goods worth Rs. 14.38 billion have been seized as compared to seizures of Rs. 8.4 billion during the corresponding period of 2019.

FBR is fully geared towards automation, e-audit, and simplification of procedures, e-payment of duty draw back so as to add to Ease of Doing Business (EoDB). Furthermore, FBR has launched a full-fledged crackdown against corruption, rent-seeking, harassment, and misuse of authority as about 100 officers and official have been suspended or dismissed.

ایف بی آر نے پہلی مرتبہ رواں سال کی پہلی سہ ماہی میں ا یک ٹریلین سے زائد ریوینیو حاصل کر لیا

فیڈرل بورڈ آف ریوینیو نے رواں مالی سال کی پہلی سہ ماہی میں ریوینیو حصول کی مد میں بہترین کارکردگی کا مظاہرہ کیا ہے۔ سٹیٹ بینک آف پاکستان کے ابتدائی اعدادوشمار کے مطابق ایف بی آر نے پہلی سہ ماہی میں 1004 ارب روپے کانیٹ ریوینیو حاصل کیا ہےجبکہ مقر رکردہ ہدف 970 ارب روپے تھا اس طرح 34 ارب روپے کا اضافہ حاصل ہوا ہے۔ رواں مالی سال کی  پہلی سہ ماہی میں انکم ٹیکس کی مد میں 358 ارب روپے حاصل ہوئے، سیلز ٹیکس سے حاصل کردہ ریونیو426 ارب، فیڈرل ایکسائز ڈیوٹی 56 ارب اور کسٹمز ڈیوٹی 164 ارب رہا۔ایف بی آر نے پہلی مرتبہ سال کی پہلی سہ ماہی میں گراس اور نیٹ ریوینیو  1 ٹریلین سے زائد  اکھٹا کیا ہے۔ سہ ماہی کا کل گراس ریوینیو 1052 ارب روپے ہے۔

ریکارڈ سہ ماہی میں حاصل ہونے والے ریوینیو کے باوجود رواں مالی سال کی پہلی سہ ماہی میں 48 ارب روپے کے ریفنڈز جاری ہوئے ہیں جبکہ پچھلے سال جاری کردہ ریفنڈز 26.5 ارب روپے کے تھے۔ریفنڈز اضافہ کی بدولت معاشی سرگرمیوں میں بہتری آئی ہے۔کرونا وبا کے باعث معیشت کی سست روی اور حکومت کے فنانس ایکٹ 2020 میں ٹیکسز اور ڈیوٹیز کی مد میں خاطر خواہ ٹیکس ریلیف دینے کے باوجود ایف بی آر نے قابل تحسین کارکردگی کا مظاہرہ کیا ہے جو کہ ٹیکس گزاروں کا حکومت کے ریوینیو اقدامات پر اعتماد کی عکاسی بھی کرتا ہے۔

 ایف بی آر نے ریونیومیں بہتری لانے  اور سہولیات کی فراہمی کے لئے کئی اقدامات اٹھائے ہیں۔ ان میں سے لارج ٹیکس پیئر آفس ملتان اور کارپوریٹ ٹیکس آفس اسلام آباد کی تشکیل ہیں۔  پاکستان کسٹمز نے ٹرانزٹ ٹریڈ سے متعلقہ مسائل کے حل کے لئے مو ثر اقدامات اٹھائے ہیں۔ اس اقدام کی بدولت کارگو کی بارڈر مقامات پر نقل و حرکت 30 دن سے کم ہو کر 5 دن ہو گئی ہے۔ وزیر اعظم کے احکامات کے مطابق ٹرانزٹ ٹریڈ سہولتی پورٹل بھی فعال کر دیا گیا ہے۔

پاکستان کسٹمز نے تمام قانون نافد کرنے والے اداروں جن میں پولیس، فرنٹیر فورس، رینجرز اور میری ٹائم سیکیورٹی ایجنسی کے ساتھ اشتراک کو مضبوط بناتے ہوئے سمگل شدہ اشیاء کی نقل و حرکت اور ذخیر ہ کی جگہوں پر آپریشنز تیز کر دیا ہے۔ ان اقدامات کی بدولت ماہ ستمبر میں پاکستان کسٹمز نے ریکارڈ سمگل شدہ اشیاء کی ضبطگیاں کی ہیں۔ ان اشیا ء میں گٹگا، چھالیہ ، خشک دودھ ، سگریٹس، ایرانی ڈیزل، ٹائرز، نان ڈیوٹی پیڈ گاڑیاں،  کپٹرا اور سونا جن کی مالیت 6.2 ارب روپےہے، شامل ہیں۔ پچھلے سال ستمبر میں 3.9 ارب روپے کی سمگل شدہ اشیاء کی ضبطگی عمل میں لائی گئی جس میں اس سال 56 فیصد اضافہ ہواہے۔ رواں مالی سال کی پہلی سہ ماہی میں سمگل شدہ اشیاء جن کی مالیت 14.38 ارب روپے ہے ضبط کی گئی ہیں جبکہ پچھلے سال پہلی سہ ماہی میں 8.4ارب روپے مالیت کی اشیاء ضبط ہوئی تھی۔

ایف بی آر تجارتی آسانی کی فراہمی کے لئے آٹومیشن، ای آڈٹ اور طریقہ کار سہل بنانے کے لئے ہمہ وقت کوشاں ہے۔ ایف بی آر کرپشن، ہراسانی اور اختیارات کے غلط استعمال کےتدارک کے لئے سو افسران اور اہلکاروں کو معطل  کر چکا ہے۔
