KARACHI: The final passing out ceremony of Assistant Collectors of Customs from 50th Specialized Training Program (STP) was held at Customs Academy of Pakistan (CAP) today in Karachi.

Mr. Malik Amjed Zubair Tiwana, Chairman Federal Board of Revenue (FBR) graced the occasion as the Chief Guest. Ms. Zeba Hai Azhar, Member Customs FBR along-with Director General Customs Academy of Pakistan Ms. Saima Shahzad and Director Customs Academy Ms. Nawabzadi Aliya Khanji also attended the ceremony.

 

Addressing the ceremony, the Chairman FBR congratulated the officers on completion of their training and wished them well for their professional careers. The Chairman appreciated the role of Customs Academy in making officers learn how to maintain harmony and balance in individual and collective capacity for better execution of their professional responsibilities and authority. The Chairman urged the young officers to remember their role as public servants, ensure their accessibility to the people and staff working under their supervision, protect FBR’s core values, continue improving their professional competence and serve the Department with utmost dedication.

Earlier, in her welcome note, Ms. Saima Shahzad, DG Customs Academy explained the key features of the training and its importance in the professional careers of the new officers. While highlighting the burgeoning challenges and diversified role of Pakistan Customs, she advised the young officers to build their careers on pragmatic lines and stay motivated to serve the country. She also acknowledged the role and cooperation, among others, of Secretariat Training Institute, World Wildlife Fund, Strategic Export Control Division (SECDIV), United Nations Office on Drugs & Crime (UNODC), US Bureau International Narcotics Law Enforcement (INL), US Department of Homeland Security Investigations (HSI) and US Customs Border Protection (CBP) during the training. She also apprised that during the STP, in addition to Customs, Income Tax, Sales Tax, Excise laws, the officers were also imparted training on host of other topics and subjects including Anti-Money Laundering, Countering Financing for Terrorism, Human Health & Security, Cross Border Movement of Strategic Goods and Illegal Trade in Endangered Species.

Ms. Zeba Hai Azhar, Member Customs FBR acknowledged Customs Academy as a dynamic institution that is playing a key role in imparting training in overall capacity building of the Customs Department and appreciated the contribution of DG Customs Academy and her team. She also emphasized upon officers to maintain balance between facilitation and enforcement besides facilitating the taxpayers.

The passing-out officers acknowledged that the training would help them build their professional careers on solid footings.

 

The Chairman FBR also administered performance pledge to the passing-out officers and distributed certificates among them. 

 

Earlier, during the day, the Chairman FBR held separate meetings with Chief Commissioners-IR and Chief Collectors based at Karachi. During the meetings, the Chairman appreciated the officers for successfully achieving revenue targets during the first five months of the current financial year. The Chairman was also briefed about the strategy and measures being adopted to meet the revenue targets. The Chairman directed the officers to make all-out efforts to attain the assigned target for the ongoing financial year.

کراچی: کسٹمز اکیڈمی آف پاکستان میں منگل کے روز اسسٹنٹ کلکٹرز کے 50 ویں سپیشلائزڈ ٹریننگ پروگرام (STP) کی پاسنگ آوٹ تقریب منعقد ہوئی۔جس میں چیئرمین فیڈرل بورڈ آف ریونیو ملک امجد زبیر ٹوانہ مہمان خصوصی تھے۔ممبر کسٹمز ایف بی آر زیبا حئی اظہر، ڈائریکٹر جنرل کسٹمز اکیڈمی آف پاکستان صائمہ شہزاد اور ڈائریکٹر کسٹمز اکیڈمی آف پاکستان نوابزادی عالیہ خانجی نے بھی تقریب میں شرکت کی

تقریب سے خطاب کرتے ہوئے چیئرمین ایف بی آر نے افسران کو تربیت مکمل کرنے پر مبارکباد دی اور اُن کے پیشہ ورانہ کریئر کے لئے نیک خواہشات کا اظہار کیا۔چیئرمین ایف بی آر نے افسران کو اپنی پیشہ ورانہ ذمہ داریوں اوراختیارات کو بہتر طریقے سے سرانجام دینے کے لئے انفرادی اور اجتماعی صلاحیتوں میں ہم آ ہنگی اور توازن کو برقرار رکھنے کی تربیت دینے میں کسٹمز اکیڈمی آف پاکستان کے کردار کو سراہا۔ چیئرمین ایف بی آر نے نوجوان افسران پر زور دیا کہ وہ بطور سرکاری ملازم اپنے کردار کو پیش نظر رکھیں، اپنے ماتحت عملہ اور عام لوگوں تک اپنی دستیابی یقینی بنائیں، ایف بی آر کی بنیادی اقدار کی حفاظت کریں اور اپنی پیشہ ورانہ صلاحیتوں کو مسلسل بہتر بناتے ہوئے پوری لگن کے ساتھ محکمہ کی خدمت کریں۔

اس سے پہلے اپنے خطبہ استقبالیہ میں ڈائریکٹر جنرل کسٹمز اکیڈمی آف پاکستان صائمہ شہزاد نے تربیت کی اہم خصوصیات اور نئے افسران کے پیشہ وارانہ کیریئر میں اس کی اہمیت اُجاگر کی۔ پاکستان کسٹمز کے بڑھتے ہوئے چیلنجز اور متنوع کردار پر روشنی ڈالتے ہوئے انہوں نے نوجوان افسران کو نصیحت کی کہ وہ اپنے کیریئر کو عملی خطوط پر استوار کریں اور ملک کی خدمت کے لئے متحرک رہیں۔

ڈائریکٹر جنرل کسٹمز اکیڈمی آف پاکستان نے تربیت کے دوران سکریٹریٹ ٹریننگ انسٹی ٹیوٹ، ورلڈ وائلڈ لائف فنڈ، سٹریٹجک ایکسپورٹ کنٹرول ڈویژن(SECDIV)، اقوام متحدہ کے دفتر برائے منشیات و جرائم(UNODC)یو ایس بیورو انٹرنیشنل نارکاٹیکس لا انفورسمنٹ(INL)یوایس ڈیپارٹمنٹ آف ہوم لینڈ سیکورٹی انوسٹی گیشنز (HSI) اور یوایس کسٹمز بارڈر پروٹیکشن (CBP) کے کردار اور تعاون کا بھی ذکر کیا۔ انہوں نے بتایا کہ ایس ٹی پی کے دوران کسٹمز، انکم ٹیکس اور ایکسائز قوانین کے علاوہ افسران کو دیگر موضوعات اور مضامین کی بھی تربیت دی گئی جن میں انسداد منی لانڈرنگ، دہشت گردی کی مالی معاونت، انسانی صحت و سلامتی، معدومی کے خطرے سے دوچار جانداروں کی غیر قانونی تجارت اور سٹرٹیجک سامان کی سرحد پار سے نقل و حرکت شامل ہیں۔

ممبر کسٹمز ایف بی آر زیبا حئی اظہر نے کسٹمز ڈیپارٹمنٹ کی مجموعی استعداد کار میں اضافہ کے حوالہ سے کسٹمز اکیڈمی آف پاکستان کے بطور ادارہ متحرک کردار کی تعریف کی۔ انہوں نے اکیڈمی کی ڈائریکٹر جنرل اور اُن کی ٹیم کے تعاون کو سراہا۔ انہوں نے افسران پر زور دیا کہ وہ ٹیکس دہندگان کو سہولت فراہم کرنے کے ساتھ ساتھ سہولت اور نفاذ کے درمیان توازن کو برقرار رکھیں۔

پاس آوٹ ہونے والے افسران نے کہا کہ اس تربیت سے انہیں اپنے پیشہ ورانہ کیرئیر کو ٹھوس بنیادوں پر استوار کرنے میں مدد ملے گی۔

چیئرمین ایف بی آر نے پاس آوٹ ہونے والے افسران سے کارکردگی کا عہد لیا اور اُن میں اسناد بھی تقسیم کیں۔

اس سے پہلے چیئرمین ایف بی آر نے کراچی میں تعینات چیف کمشنرز آئی آر اور چیف کلکٹرز سے الگ الگ ملاقاتیں کیں۔ان ملاقاتوں کے دوران چیئرمین نے رواں مالی سال کے پہلے پانچ مہینوں میں ریونیو کے اہداف کو کامیابی سے حاصل کرنے پر افسران کی تعریف کی۔ چیئرمین ایف بی آر کو محصولات کے اہداف کو پورا کرنے کے لئے اپنائی جانے والی حکمت عملی اور اقدامات کے بارے میں بھی بریفنگ دی گئی۔ چیئرمین انفارمیشن بی آر نے افسران کو ہدایت کی کہ وہ رواں مالی سال کے لئے مقررہ اہداف کو حاصل کرنے کے لئے ہر ممکن کوشش کریں۔
