A Delegation of Realtors Calls on Chairman FBR
At the directives of Minister for Finance and Revenue, issued during the 90th meeting of National Assembly Standing Committee on Finance and Revenue held on 4th August, 2023, a meeting was held at FBR Headquarters, Islamabad, to address and resolve taxation issues concerning real-estate transactions. The meeting was presided by the Chairman FBR, Mr. Malik Amjed Zubair Tiwana and attended by the delegation of Realtors led by Mr. Sardar Tahir Mehmood, President Federation of Realtors Pakistan, and the team of FBR officers.
Realtors’ delegates emphasised the need to rationalize taxation of immovable property in the backdrop of poor health of the economy. They stressed that real estate sector has been the major source of domestic and foreign investment in the past, however, deteriorating economic conditions have pushed people away from investment in this sector. They also asserted that taxation measures on immovable property introduced through Finance Act, 2022 & Finance Act, 2023 have created a discouraging environment for investment in real estate sector.
The delegation proposed abolition of tax on deemed income from immovable property. They also requested that there be either no revision of valuation table of the properties for the time being, or increase, if any must be made, at fair level after consultation with the stakeholders.
Chairman FBR assured the participants that their concerns will be addressed and best possible facilitation will be ensured for removing difficulties arising on account of implementation of tax laws. He directed his team to ensure proper coordination and consultations with the Realtors in this regard. The Chairman further pointed out that under the Stand-by Arrangement with IMF, any new tax exemption, concession or preferential tax treatment may not be possible at this time.

چیئرمین ایف بی آر سے رئیلٹرز کے ایک وفدکی ملاقات۔
وزیر خزانہ و ریونیو کی طرف سے قومی اسمبلی کی قائمہ کمیٹی برائے فنانس اور ریونیو کے چار اگست کو ہونے والے 90 ویں اجلاس کے دوران رئیل اسٹیٹ ٹرانزیکشنز سے متعلق ٹیکسیشن کے مسائل کو حل کرنے کی ہدایت کی روشنی میں ایف بی آر ہیڈکوارٹرز اسلام آباد میں ایک اجلاس منعقد ہوا۔ اجلاس کی صدارت چیئرمین ایف بی آر ملک امجد زبیر ٹوانہ نے کی جس میں فیڈریشن آف ریئلٹرز پاکستان کے صدر سردار طاہر محمود کی سربراہی میں ایک وفد اور ایف بی آر کے افسران کی ایک ٹیم نے شرکت کی۔
ریئلٹرز کے وفد نے معیشت کی خراب صورت حال کے پس منظر میں غیر منقولہ جائیداد پر عائد ٹیکسیشن کو معقول بنانے کی ضرورت پر زور دیا۔ اُنہوں نے کہا کہ ماضی میں رئیل اسٹیٹ سیکٹر ملکی اور غیر ملکی سرمایہ کاری کا بڑا ذریعہ رہا ہے تاہم ابتر معاشی حالات کی وجہ سے لوگ اب اس شعبہ میں سرمایہ کاری سے گریزاں ہیں۔ مزید برآں اُنہوں نے کہا کہ فنانس ایکٹ 2022 اور فنانس ایکٹ 2023 کی رو سے غیر منقولہ جائیداد پر متعارف کرائے گئے ٹیکسوں کی وجہ سے رئیل اسٹیٹ میں سرمایہ کاری کے لئے حوصلہ شکن ماحول پیدا ہوا ہے۔وفد نے تجویز پیش کی کہ غیر منقولہ جائیداد سے ہونے والی آمدنی پر ٹیکس ختم کیا جائے۔ انہوں نے مزید کہا کہ فلحال جائیدادوں کی ویلیوایشن ٹیبل پر کوئی نظر ثانی نہ کی جائے۔اور اگر اس میں اضافہ ناگزیر ہو تو پھر سٹیک ہولڈرز کے ساتھ مشاورت کرکے منصفانہ طور پر اضافہ کیا جائے۔
چیئرمین ایف بی آر نے شرکاء کو یقین دلایا کہ اُن کے تحفظات کو دور کیا جائے گا اور ٹیکس قوانین کے نفاذ کی وجہ سے پیدا ہونے والی مشکلات کو دور کرنے کے لئے ہر ممکن سہولت فراہم کی جائے گی۔اُنہوں نے اپنی ٹیم کو ہدایت کی کہ وہ اس سلسلے میں رئیلٹرز کے ساتھ مناسب ہم آہنگی اور مشاورت کو یقینی بنائیں۔چیئرمین نے مزید نشاندہی کی کہ آئی ایم ایف کے ساتھ سٹینڈ بائی ارینجمنٹ کے تحت اس وقت ٹیکس میں کوئی نئی چھوٹ، رعایت یا ترجیحی ٹیکس کی سہولت ممکن نہیں ہے۔ اجلاس کے اختتام پر شرکاء کا شکریہ ادا کیا گیا۔
