As per Prime Minister’s vision to enhance facilitation to business community in the country and to comply with the directions of Advisor to PM on Finance and Revenue Abdul Hafeez Shaikh to make all possible efforts to re-vitalize industry and trade in the post Covid scenario and to minimize bottlenecks and difficulties’ relating to taxation issues, as another milestone, FBR has constituted two committees namely Technical Committee and Complaint Oversight Committee comprising of senior officers from Federal Board of Revenue and business community with the purpose to identify and remove the technical and complaint issues of businessmen. The Notification of constitution of committees has been issued. The Technical Committee will comprise of eleven members. Abid Shaban has been made the Chairman of the Committee. The other members include Khurram Mukhtar, Ejaz A. Khokhar, Khurram Tariq, Javed Balwani, Ali Jameel, Zakria Usman, Abdul Rashid Jan Muhammad, Aman Ghanchi and Member Customs Policy/Customs Operations. Member IR Policy will also be the Secretary of the Committee. 

Terms of References of Technical Committee include the Identification of distortions, anomalies and inequalities in the taxation system which cause difficulties for taxpayers, or which discourage investment, industrialization and documentation, and propose solutions. The Committee will Propose measures to reduce the dependence on withholding taxes, minimum tax, advance tax, etc. The Committee will also Propose measures for simplification of all taxation procedures, in a manner which does not compromise revenue collection and documentation. Further, Proposals for improvements in the temporary importation and manufacturing bond schemes in order to enhance their scope and facilitate direct and indirect exporters throughout the value chain will also be finalized by the Committee. The Committee will Identify issues hindering smooth processing of refund claims through the FASTER system. It will Propose amendments in the procedures or thresholds relating to sales tax refund of various sub-sectors of exporters, and will Propose remedies for issues relating to adjustment of input tax paid against services subjected to sales tax by the provinces.

 

Likewise, a seven member Complaint Oversight Committee has also been constituted under the chairmanship of Mussadaq Zulqarnain. The other members of the Committee included Saqib Sherazi, Azam Farooq, Kamran Arshad, Imran Hussain and Faisal Said. Chief Integrity and Performance Unit of FBR will act as both member and Secretary of the Committee. The Terms of References of the Committee include maintaining the complete, holistic oversight over the complaint resolution mechanism of FBR. The Committee will review the entire life cycle of a given complaint, from lodging, its nature, action taken, resolution, post-resolution review, to further action required to be taken, if any.

 

ایف بی آر میں تکنیکی اور شکایات ازالہ کمیٹیاں تشکیل

وزیراعظم کے کرونا وبا کے تناظر  میں صنعت و تجارت کو فروغ  '  کاروباری کمیونیٹی کو بہترین سہولیات دینے  کے ویثرن  اور مشیر خزانہ عبدل حفیظ شیخ کی ہدایات کو مد نظر رکھتے ہوئے ایف بی آر  میں دو کمیٹیاں تشکیل دی گئی ہیں اوراس حوالے سے نوٹیفیکیشن  جاری کر دیا گیا ہے۔ تشکیل کردہ تکنیکی اور شکایات ازالہ کمیٹیاں ایف بی آر کے سئینیر افسران اور کاروباری  کمیو نیٹی کے نمائیندگان پر مشتمل ہیں۔یہ کمیٹیاں تاجروں کو درپیش ٹیکس نظام سے متعلقہ تکنیکی مسائل اور شکایات کی نشاندہی اور ان کے تدارک کے لئے تجاویز دیں گی۔

تکنیکی کمیٹی گیارہ ارکان پر مشتمل ہو گی جس کے چیئر مین عابد شعبان ہوں گے۔ دیگر ارکان میں خرم مختار، اعجاز اے کھوکھر، خرم طارق، جاوید بلوانی، علی جمیل، زکریا عثمان، عبدل رشید جان محمد، امان گھانچی اور ایف بی آر کے ممبر کسٹمزپالیسی و کسٹمز آپریشنز شامل ہیں جبکہ کیمٹی کے رکن ایف بی آر کے ممبر آئی آر پالیسی سیکریٹری کمیٹی کے فرائض بھی ادا کریں گے۔تکنیکی کمیٹی ٹیکس نظام میں پائی جانے والی بے ضابطگی، عدم مساوات اور بگاڑ کی نشاندہی کرے گی جس کے باعث ٹیکس گزاروں کو مسائل کا سامنا کرنا پڑتا ہے اور سرمایہ کاری اور صنعت کاری کی حوصلہ شکنی ہوتی ہے اور معیشت کو دستاویزی بنانے میں مشکلات پیش آتی ہیں۔ تکنیکی کمیٹی ان تمام مسائل کے تدارک کے لئے حل تجویز کرے گی۔ تکنیکی کمیٹی ودہولڈنگ ٹیکسز' کم از کم ٹیکس اور ایڈوانس ٹیکس پر انحصار میں کمی کی تجاویز دے گی۔ ٹیکس نظام کو آسان بنانے کے لئے ایسی تجاویز پیش کرے گی جس پر عمل درآمد سے ریوینیو کے حصول اور معیشت کو دستاویزی بنانے میں بھی کوئی برا اثر نہ پڑے۔؎

تکنیکی کمیٹی مینوفیکچرنگ بانڈ سکیم میں مزید بہتری لانے کی تجاویز دے گی تا کہ ڈائریکٹ اور ان ڈائیریکٹ برآمد کے لئے سہولتی اقدامات اٹھائے جائیں۔ فاسٹر نظام کے تحت ریفنڈ کلیمز کی ادائیگی میں حائل مشکلات کی نشاندہی کی جائے گی۔ کمیٹی ایکسپورٹرز کے ذیلی سیکٹرز کے لئے سیلز ٹیکس ریفنڈز سے متعلق طریقہ کار پر ترامیم تجویز کرے گی۔ کمیٹی صوبوں کی طرف سے عائد کردہ سیلز ٹیکس کے بعد خدمات پر اداشدہ ان پٹ ٹیکس ایڈجسٹمنٹ سے متعلقہ مسائل کی نشاندہی اور تدارک کے لئے حل تجویز کرے گی۔

اسی طرح شکایات ازالہ کمیٹی بھی تشکیل دی گئی ہے جس کے ذمہ ایف بی آر میں شکایات ازالہ کے نظام کی نگرانی کرنا ہے۔ کمیٹی سات ارکان پر مشتمل ہو گی ۔ کمیٹی کے چئیرمین مصدق ذوالقرنین ہوں گے۔ دیگر ارکان میں ثاقب شیرازی، اعظم فاروق، کامران ارشد، عمران حسین، فیصل سیدشامل ہیں۔ کمیٹی کے رکن ایف بی آر کے چیف انٹیگریٹی و پرفارمنس مینجمنٹ یونٹ کمیٹی کے سیکریٹری کے فرائض بھی ادا کریں گے۔ کمیٹی شکایات ازالہ کے رائج طریقہ کار کی نگرانی کرے گی۔ شکایات کا مختلف مراحل سے گزرنے کا معائنہ کرے گی اور یہ دیکھے گی کہ مختلف نوعیت کی شکایات کو کیسے منطقی انجام تک پہنچایا جاتا ہے ۔ کمیٹی ان تمام معاملات کی نگرانی کرے گی اور تجاویز دے گی۔
