FBR introduces online electronic hearing of tax audits and assessments cases

Federal Board of Revenue (FBR) has launched the software of electronic hearing of tax audit and assessment cases to facilitate the taxpayers. This has been done by enabling and functionalizing the e-Hearings module in the Iris. The module enables online hearing both form the dedicated hearing rooms established in the field formations and from the places of the taxpayers. Such e-Hearings would be recorded and archived for further legal and administrative utilization.

In the first phase, the module has been launched and tested in LTO Islamabad, RTO Rawalpindi, RTO Faisalabad and RTO Peshawar wherein online e-Hearings through the dedicated e-Hearing Rooms and from the places of the taxpayers, have been enabled. In the second phase, such e-Hearings are being enabled and operationalized for all the remaining field formations as well. FBR has directed all the Chief Commissioners IR to establish dedicated e-Hearing Rooms in their respective field offices by 31^st May, 2021. The module will allow the head office to join any hearing at any time without any prior notice for an administrative appraisal of the system.

FBR has further informed that with the introduction of the e-Hearing module, the taxpayers would no longer be required to visit the offices for hearings and such physical hearings in the offices of the officers would be phased out completely. Accordingly, no physical hearings would be allowed with effect from 1^st July, 2021 in any of the field formations and all hearings would be conducted through the e-Hearing module.

فیڈرل بور ڈ آف ریونیونے ٹیکس گزاروں کی سہولت کے لئے ٹیکس آڈٹ اور تخمینہ سے متعلق  کیسز کی آن لائن الیکٹرانک طریقہ سے سماعت کے لئے سافٹ وئیر متعارف کر دیاہے۔ اس سلسلے میں آئرس پورٹل پر الیکٹرانک سماعت کے موڈیول کو فعال کر دیا گیا ہے۔ اس موڈیول کے ذریعے آن لائن سماعت کو ایف بی آر کے ذیلی دفاتر میں موجود سماعت کے لئے بنائے گئے خصوصی کمروں اور ٹیکس گزاروں کی جائے وقوع کے درمیان لنک سے ممکن بنایا جا سکے گا۔ الیکٹرانک طریقہ سے سماعت کو نہ صرف ریکارڈ کیا جا سکے گا بلکہ دوسرے قانونی اور انتظامی استعمال میں بھی لایا جا سکے گا۔

ایف بی آر نے پہلے مرحلے میں الیکٹرانک سماعت کا موڈیول لارج ٹیکس پئیر آفس اسلام آباد ، ریجنل ٹیکس آفس راولپنڈی، فیصل آباد اور پشاور  میں شروع کر دیا ہے۔ دوسرے مرحلہ میں الیکٹرانک سماعت کے موڈیول کو ایف بی آر کے تمام ذیلی دفاتر میں بھی  متعارف کر دیا جائے گا۔ اس سلسلے میں چیف کمشنرز آئی آر کو ہدایات جاری کی جا چکی ہیں کہ وہ 31 مئی 2021 تک اپنے متعلقہ ذیلی دفاتر میں اس موڈیول کی تنصیب اور مخصوص الیکٹرانک سماعت کے لئے کمروں کی تشکیل کو یقنی بنائیں۔ اس موڈیول کے ذریعے ایف بی آر ہیڈ آفس کو اختیار ہو گا کہ وہ کسی بھی وقت کسی بھی الیکٹرانک سماعت کو جوائن کر سکے تا کہ نظام کی انتظامی صلاحیت کا اندازہ لگایا جا سکے۔

ایف بی آر نے اپنے اعلامیہ میں مزید کہا کہ الیکٹرانک سماعت کے موڈیول کی وجہ  سے اب ٹیکس گزاروں کو ایف بی آر کے ذیلی دفاتر میں نہیں جانا پڑے گا۔ اس سلسلے میں ایف بی آر نے ہدایات جاری کی ہیں کہ یکم جولائی 2021 سے بالمشافہ سماعتیں ختم کر دی جائیں گی اور اس کے بعد تمام سماعتیں آن لائن طریقے سے ہوں گی۔
