FBR collects 57 billion more than assigned target in July

Federal Board of Revenue (FBR) has released the revenue collection information of first month of current financial year i.e. July 2020. According to the released information, against the assigned revenue target of Rs.243 billion, FBR has collected Rs.300 billion overshooting the target by a staggering Rs.57 billion, which is 125% of the assigned revenue target. The Inland Revenue overshot the target by Rs. 52 billion, whereas the Customs Wing exceeded the target by Rs.5 billion despite 25 billion relief given in Customs duty. It is worth mentioning that July 2019, net collection of Inland Revenue had remained Rs.236 billion.

To redress the hardships of the business community caused by Covid-19, an unprecedented amount of refunds to the tune of Rs.15 billion have been disbursed during July 2020, as compared to refunds of Rs.7 billion during July 2019. Sales Tax refunds are being issued under centralized and automated system called FASTER which is clearing refunds to exporters within 72 hours for the first time as committed by the Government in July, 2020. This has facilitated the exporters and the industry easing off their liquidity crunch.

According to the official figure, total customs duty collected during July, 2020 is over Rs. 42 billion which is 6% higher than that collected in same period of July, 2019. This is despite the fact that there is less than 1% growth in import values during this period.

The higher growth in FBR revenues is primarily on account of better supervision and improved administrative controls despite economic conditions caused by Covid-19 during which the country mostly remained in lockdown state. The revenue trajectory also beat the adverse impact of governments’ import compression policy.

FBR is also engaging with trade and industry to mitigate their genuine grievances. FBR is proactively reaching out to Trade and Industry and resolving their issues. FBR has also launched an unprecedented crackdown on corruption dismissing and suspending about a dozen officers and officials only during the month of July 2020.

فیڈرل بور ڈ آف ریوینیو نے ماہ جولائی کی حاصل کردہ ریوینیو تفصیلات جاری کر دی ہیں۔ تفصیلات کے مطابق ایف بی آر نے مالی سال 21-2020 کے پہلے ماہ کے مقر ر کردہ ہدف 243 ارب کے مقابلے میں 57 ارب کے اضافہ کے ساتھ 300 ارب اکھٹے کئے ہیں جو کہ مقر رکردہ ریوینیو ہدف کا 125 فیصد بنتے ہیں۔ ٹوٹل  ہدف سے 57 ارب کے زائد اضافہ میں ان لینڈ ریونیو کی طرف سے 52 ارب روپے اور کسٹمز کی طرف سے 5 ارب کا زائد اضافہ حاصل ہوا ہے باوجود اس کے کہ کسٹمز ڈیوٹی میں 25 ارب کا ریلیف دیا گیا۔

کاروباری کمیونٹی کی کرونا وبا کے باعث معاشی مشکلات کو دور کرنے کے لئے ماہ جولائی میں 15 ان لینڈ ریوینیو کی مد میں 15 ارب روپے کے ریفنڈز جاری کئے گئے جو کہ پچھلے سال جولائی میں 7 ارب روپے کے تھے۔ سیلز ٹیکس ریفنڈز بھی مرکزی اور خودکار فاسٹر نظام کے تحت حکومت کے جولائی 2020 میں کئے گئے وعدے کے مطابق 72 گھنٹوں کے اندر جاری کئے جارہے ہیں۔ ان ریفنڈز کی بدولت برآمدکنندگان اور مختلف صنعتوں سے وابستہ کاروباری افراد کو لیکویڈیٹی جیسے مسائل سے نکلنےمیں بھی مدد ملے گی۔

ماہ جو لائی میں پچھلے سال کے مقابلے میں 6 فیصد اضافہ کے ساتھ 42 ارب روپے کی کسٹمز ڈیوٹی اکھٹی ہوئی۔گو کہ جولائی میں درآمدات میں 1فیصد سے بھی کم اضافہ دیکھنے میں آیا لیکن ایف بی آر کے ریوینیو میں یہ اضافہ بہتر انتظامی کنٹرول  اور نگرانی کے باعث ممکن ہوااور کرونا وبا کے باعث معاشی سست روی، لاک ڈاون اور حکومت کی درآمد کمی کی پالیسی کے باوجود حاصل کیا گیا ہے۔   یہ یا د رہے کہ فنانس ایکٹ 2020 میں کسٹمز سے متعلقہ کوئی نیا ٹیکس و ڈیوٹی نہیں لگائی گئی۔

ایف بی آر تجارت سے وابستہ افراد کے مسائل کے حل کے لئے بھی کوشاں ہے ۔کرپشن سے پاک ایف بی آر کی کوششیں بھی جاری ہیں اور صرف جولائی کے ماہ میں درجنوں افسران و اہلکاروں کو برطرف اور معطل کیا جا چکا ہے۔
