One day seminar was held at Custom House, Model customs Collectorate, Islamabad on December 24, 2014, regarding a FTO Case Study on “Mis-Management and Delay in Processing of Refund Claims”. This seminar was arranged by Directorate of Training & Research (Customs), Islamabad as part of recommendations of the Honourable Federal Tax Ombudsman in refund case related to Model Customs Collectorate, Islamabad.

Directorate of Training & Research (Customs), Islamabad had nominated participants from different Customs formations of Federal Board of Revenue. Total thirty Custom Officer of BPS16 & above attended the seminar. Mr. Yasin Tahir, Senior Advisor to FTO was the Chief Guest. The seminar was attended by Mr. Muhammad Siddique, Advisor to FTO, and senior officer of Federal Board of Revenue, including Ms. Zeba Hai Azhar, Collector, Model Customs Collectorate, Islamabad, Collector, Collectorate of Customs (Adjudication), and Additional Director, Directorate General of Intelligence & Investigation – FBR, Islamabad. Abdul Waheed Marwat, Additional Collector, Model Customs Collectorate, Islamabad presented the background of the case and sought feedback from the participants about lessons to be learnt from this particular case study.

Mr. Yasin Tahir, Senior Advisor to the Federal Tax Ombudsman highlighted the role of Pakistan Customs as one of the important institution to play an active role in reviving the economy of Pakistan. He advised officers of Customs to bring in positive changes in management cycles of the Collectorates/Directorates in order to modernize record keeping and correspondence system. Taxpayers must be facilitated and their genuine

cases must be responded to well in time. In tax matters and especially in custom business most crucial act is quick and judicial disposal of an issue. Timely disposal or an order provides taxpayer an opportunity to take its plea to the next higher forum provided under the law. Pending decision for indefinite period is criminal injustice. He advised the Directorate of Training & Research, Islamabad to arrange such seminars in order to learn lessons and share experiences for improvement in the Custom Administration of the country. He further advised officers to play their role in the development and progress of the country by performing their duties honestly and diligently.
